Pennsylvania's precast concrete drainage work on state projects is governed by the Pennsylvania Department of Transportation (PennDOT). The requirements for drainage structures, reinforced concrete pipe, box culverts, and the concrete itself live in the Publication 408, Specifications, with details carried on the state's standard drawings. Precast producers read those documents alongside the project plan set to know what to make and how it will be accepted.
Project plans present drainage structures and pipe as pay items tied to the Publication 408 section that governs each item, such as Section 601 for pipe and Section 605 for inlets and manholes. The item list and quantities are tabulated on the plan sheets and carried into the bid item schedule. Bidders preview the item structure through the unofficial plans and specifications posted for each project in the Engineering and Construction Management System (ECMS).
Publication 408, Specifications, 2020 edition, maintained by numbered change documents (Change 10 effective April 11, 2025). The sections below cover precast drainage structures, pipe, culverts, and concrete.
| Section | Title |
|---|---|
| 601 | Pipe Culverts |
| 605 | Endwalls, Inlets, Manholes, and Spring Boxes |
| 714 | Precast Concrete Products |
| 1001 | Cement Concrete Structures |
Section numbers are a reference. Confirm them against the current specification and any special provisions for your project.
Roadway drainage details appear in the RC series of Publication 72M, Roadway Construction Standards (current edition 72M/2026). Box culverts, three-sided structures, and related precast structures appear in the BC-700M series of Publication 219M, Standards for Bridge Construction.
Bulletin 15 lists prequalified materials accepted by certification, including precast and prestressed concrete producers and reinforced concrete pipe. A product listed in Bulletin 15 may be accepted on PennDOT work by certification.
Plant certification: Bulletin 15 listing with PennDOT plant inspection under Publication 145, Inspection of Prestressed and Precast Concrete Products. NPCA or PCI for precast concrete; PCI for prestressed concrete; NPCA, ACPA, or QCast for reinforced concrete pipe.

A PennDOT parser profile is on deck for DhyanaERP.
DhyanaERP Drainage Summary Import reads a plan set, finds the drainage structure sheets, transcribes them under a strict extraction contract, checks the engineering, and turns each row a person confirms into a priced structure. This status describes DhyanaERP's reading capability only. It is not a statement of DOT approval.
See DhyanaERP Precast EditionPublication 408 is the controlling specification. Inlets, manholes, and endwalls fall under Section 605, pipe culverts under Section 601, precast products under Section 714, and concrete structures under Section 1001.
The base edition is Publication 408/2020. PennDOT updates it through numbered change documents; the most recent identified is Change 10, effective April 11, 2025.

Products are listed on Bulletin 15, the Qualified Products List for Construction. Precast producers are expected to be NPCA or PCI certified, prestressed producers PCI certified, and reinforced concrete pipe producers NPCA, ACPA, or QCast certified, with PennDOT plant inspection under Publication 145.
