Tennessee's precast concrete drainage work on state projects is governed by the Tennessee Department of Transportation (TDOT). The requirements for drainage structures, reinforced concrete pipe, box culverts, and the concrete itself live in the Standard Specifications for Road and Bridge Construction, with details carried on the state's standard drawings. Precast producers read those documents alongside the project plan set to know what to make and how it will be accepted.
On TDOT roadway plan sets the drainage quantities live on the Estimated Roadway Quantities and Tabulated Quantities sheets. These sheets list each drainage structure and run of pipe by pay item, and the storm drainage pipe table carries the plan sheet reference, pipe invert elevations, length, size and shape, grade, and bedding quantity. Catch basins, junction boxes, manholes, and endwalls are each itemized so a producer can read counts, sizes, and locations.
Standard Specifications for Road and Bridge Construction, 2026 (effective April 1, 2026). The sections below cover precast drainage structures, pipe, culverts, and concrete.
| Section | Title |
|---|---|
| 204 | Structure Excavation, Foundation Preparation, and Backfill |
| 604 | Concrete Structures |
| 607 | Pipe Culverts and Storm Sewers |
| 611 | Manholes, Catch Basins, Inlets, and Pipe End Walls |
| 710 | Underdrains |
| 901 | Hydraulic Cement |
| 903 | Aggregates |
| 907 | Concrete Reinforcement |
| 914 | Non-Metallic Pipe |
| 915 | Metallic Pipe |
Section numbers are a reference. Confirm them against the current specification and any special provisions for your project.
The Catch Basins and Manholes category holds the catch basin, junction box, manhole, precast riser, spring drain box, and trench drain series. The Pipe Culverts and Endwalls category holds the pipe installation, reinforced concrete arch and oval pipe, and endwall series.
Precast concrete drainage producers are handled chiefly through the Materials and Tests Producer List and the plant acceptance procedure, rather than as a single Qualified Products List line item. Producers of concrete pipe and precast drainage structures appear on the Producer List.
Plant certification: Manufacture and Acceptance of Precast Concrete Products (SOP 5-3). NPCA, ACPA, or PCI national certification, plus a Division of Materials and Tests plant inspection.

A TDOT parser profile is next in line for DhyanaERP.
DhyanaERP Drainage Summary Import reads a plan set, finds the drainage structure sheets, transcribes them under a strict extraction contract, checks the engineering, and turns each row a person confirms into a priced structure. This status describes DhyanaERP's reading capability only. It is not a statement of DOT approval.
See DhyanaERP Precast EditionSection 607 covers pipe culverts and storm sewers, Section 611 covers manholes, catch basins, inlets, and pipe end walls, and Section 604 covers concrete structures. Material and reinforcement requirements sit in the 900 series, including Section 907 for concrete reinforcement and Section 914 for non-metallic pipe.
Yes. Under SOP 5-3, producers of precast concrete products hold certification from an approved national program (NPCA, ACPA, or PCI) and also pass a TDOT Division of Materials and Tests plant and laboratory inspection. Initial qualification typically requires the national certification, a recent plant inspection, a TDOT quality control manual, personnel certifications, and mix designs.
On the Estimated Roadway Quantities and Tabulated Quantities sheets. The storm drainage pipe table shows length, size, shape, grade, bedding, and invert elevations tied to each structure, and catch basins, junction boxes, manholes, and endwalls are itemized separately by pay item.
The current Standard Specifications is the 2026 edition, effective April 1, 2026, posted on the TDOT Construction Division resources page. Plan sets come from the TDOT E-Plans Room and bid files from Bid Express, both linked on each dated letting page under TDOT Bid Lettings.
