West Virginia's precast concrete drainage work on state projects is governed by the West Virginia Division of Highways (WVDOH). The requirements for drainage structures, reinforced concrete pipe, box culverts, and the concrete itself live in the Standard Specifications Roads and Bridges, with details carried on the state's standard drawings. Precast producers read those documents alongside the project plan set to know what to make and how it will be accepted.
WVDOH plan sets present drainage pay items on tabulation of quantities sheets that list each item against station and offset. Drainage structures and pipe are itemized by pay item code, for example the Section 604 pipe culvert and Section 605 manhole and inlet items, tied to plan locations. These tabulations support the bid quantities contractors submit through the letting.
Standard Specifications Roads and Bridges, 2023 Edition (updated annually by Supplemental Specifications). The sections below cover precast drainage structures, pipe, culverts, and concrete.
| Section | Title |
|---|---|
| 601 | Structural Concrete |
| 602 | Reinforcing Steel |
| 603 | Prestressed Concrete Members |
| 604 | Pipe Culverts (includes precast box culverts and precast headwalls and wingwalls) |
| 605 | Manholes and Inlets |
| 620 | Three-Sided Reinforced Concrete Bridge or Culvert |
| 714 | Concrete and Plastic Pipe |
Section numbers are a reference. Confirm them against the current specification and any special provisions for your project.
Standard Details Volume 1 (Drainage, Guardrail, Pavement, Fence and Markers), the May 2016 edition revised through August 2025, carries the drainage details. Drawings use the DR prefix series for pipe culvert headwalls, wingwalls, pipe end sections, and inlet and manhole types.
The Approved Product Lists are organized by material code and include categories touching precast and drainage items. Fabricator approval for precast structures is governed separately by the Approved List of Precast Concrete Fabricators under Materials Procedure MP 604.02.40.
Plant certification: WVDOH Approved List of Precast Concrete Fabricators (Materials Procedure MP 604.02.40). NPCA or ACPA QCast (or equivalent), with plant approval administered by the WVDOH Materials Control, Soils and Testing Division.

A WVDOH parser profile is on deck for DhyanaERP.
DhyanaERP Drainage Summary Import reads a plan set, finds the drainage structure sheets, transcribes them under a strict extraction contract, checks the engineering, and turns each row a person confirms into a priced structure. This status describes DhyanaERP's reading capability only. It is not a statement of DOT approval.
See DhyanaERP Precast EditionThe WVDOH 2023 Edition Standard Specifications Roads and Bridges, with precast manholes and inlets in Section 605, precast box culverts and precast headwalls in Section 604, and precast three-sided structures in Section 620.
Yes. Under Materials Procedure MP 604.02.40, a fabricator must appear on the WVDOH Approved List of Precast Concrete Fabricators and hold NPCA certification, ACPA QCast certification, or an equivalent, with plant approval administered by the Materials Control, Soils and Testing Division.
Concrete and plastic pipe materials are in Section 714, pipe culvert installation in Section 604, and precast three-sided reinforced concrete bridge or culvert units in Section 620.
